Panama officer CoCs and I/10 endorsements are now electronic.

AMP Circular DGGM-007 provides for electronic Certificates of Competency and CoC endorsements from 1 April 2026. The Panama Seaman's Book continues as a physical navy-blue security document with integrated QR code.

Recognition Endorsement of a Foreign CoC

This pathway is for recognition by Panama of an eligible Certificate of Competency issued by another maritime administration. It is distinct from obtaining a Panama-issued CoC.

Application Route

I/10 Endorsement Procedure

01 Identify the officer capacity

Confirm Deck, Engine, GMDSS or Electro-Technical Officer capacity and applicable STCW regulation.

02 Prepare F-76 and identity documents

Complete the application and gather passport, photograph and personal documentation.

03 Validate underlying CoC

Review issuing administration, validity, capacity and STCW basis.

04 Check medical & security documents

Confirm the applicable medical and VI/6 / SSO documentation.

05 Submit through the applicable channel

The complete file proceeds through the authorized Panama documentation process.

06 Electronic endorsement outcome

Issuance follows successful AMP review and is subject to the current DGGM document format.

02 / Seaman's Book & Ratings

Panama CoC & Officer Upgrade

Panama-issued Certificates of Competency are a separate route from I/10 recognition of a foreign certificate. Officer upgrading uses the F-77 application.
