Sea Licensing supports Liberia maritime-documentation pathways for officers, ratings and vessel operators, including STCW I/10 officer endorsements, Seafarer's Identification and Record Books, Special Qualification Certificates, original Liberian certification and vessel registration.

Liberia separates foreign-certificate endorsement from original Liberian certification. SIRB and Special Qualification applications also use their own documentary pathway.
SEA360, electronic documents & QR verification.
Liberia's 2026 Seafarer Portal ecosystem provides electronic copies of issued seafarer documents through SEA360 while physical documents continue to be issued. Current portal-issued documents use QR-based verification.
Foreign CoC Recognition & Liberian Endorsement
This pathway is based on an eligible foreign Certificate of Competency. Liberia verifies the underlying certificate and may issue the equivalent Liberian grade subject to the current RLM-118 rules.
Officer Endorsement Requirements
Endorsement & CRA Procedure
Identify the equivalent Liberian capacity and any limitations attached to the foreign CoC.
Complete the official application and gather CoC, medical, service and training evidence.
The issuing maritime administration must be capable of confirming the underlying certificate.
The complete application proceeds through the current authorized Liberia filing process.
Eligible STCW I/10 applications may receive a Certificate of Receipt of Application.
Issuance follows successful verification and Administration review of the complete file.
Eligible I/10 CRA validity — up to 90 days onboard.
Once an eligible complete RLM-105 endorsement application and supporting documents are accepted, a CRA may be issued. Together with the valid national CoC, the CRA can support service aboard Liberian-flag vessels for up to 90 days while the Liberian license is being processed.
Seafarer's Identification & Record Book — SIRB
Current RLM-118 uses RLM-273/279 for SIRB applications. Original applicants must satisfy the applicable identity, medical, STCW Basic Training and security requirements.

Identify original issue, renewal or replacement.
Complete applicant information and the applicable book section.
Confirm Basic Training and applicable VI/6 security evidence.
Confirm current acceptable physical examination evidence.
Proceed through the applicable authorized Liberia filing route.
Issuance follows successful documentary and Administration review.
Select the SQC category.
Special Qualification Certificates are entered in the Liberian SIRB and require the supporting training, national certification and sea-service evidence applicable to the qualification requested.

This is separate from foreign-CoC endorsement. Applicants seeking an original Liberian CoC or upgrade must satisfy the applicable training, sea-service and examination requirements.
